parse them. It has, accordingly, been listed for the most part

SGML Lite is designed to "enable a parser to extract all information
contained in [the] document from the document instance alone, without
reading the DTD or the document [type declaration] subset." It
could be viewed as not restricting the form of markup declarations
(sic) or as not applicable
